A larger than normal influx of PR card renewal applications is being processed by ACIC Inc. The majority of cases presented to us for assessment and counsel are cases that have failed to meet the residency obligation as described in section 28 of the Canadian Immigration and Refugee Protection Act. Evaluation of ties to Canada, Humanitarian and Compassionate considerations is being heavily presented to ACIC, yet very few cases truly meet the meaning of those provisions of the Act. More and more members of the general public are experiencing refusals to the PR renewal applications or the Permanent Resident Travel Document applications being made at Immigration, Refugees and Citizenship Canada offices outside Canada.
